Objectives

Objectives of the Review Board

It shall be the objectives of the Board to:

  • Hold the Liberia National Police and the Liberia Immigration Service accountable to the public in the performance of their functions.
  • Promote adherence to human rights, professionalism, discipline, transparency and accountability within the Liberia National Police and the Liberia Immigration Service
  • Enhance public trust in the Liberia National Police and the Liberia Immigration Service, and
  • Enhance a measure of cordiality between the Liberia National Police, the Liberia Immigration Service and the Public by additionally employing mechanisms for realizing restorative justice in all cases to the handled by the Board

Review Process

CCRB Receives complaints and forwards it to the Professional Standards Department of the LNP or LIS. Complaints received by the LNP/LIS PSDs are immediately forwarded to the CCRB before any investigation is conducted.

Following investigation of the complaint, the PSD submits copy of its investigation report to the CCRB for review.

Where, upon receipt of the investigation of the Professional Standards Department the Complaints Board is of the view that a hearing of the complaint is warranted, the Complaints Board invites all persons material to the complaint to attend at the hearing of the complaint at such dates as it may deem appropriate.

Where an appeal is made to the Minister of Justice under the LNP/LIS Disciplinary Regulations of 2016, and the Minister refers the appeal to the Complaints Board, the Complaints Board conducts the appeal by way of a hearing. (LNP/LIS Disciplinary Regulation of 2016).

  • After considering an appeal and any other documentation that may be requested from the person from whose decision the appeal emanates, the appellate Civilian Complaints Review Board submits its advice to the Minister and the advices may:
    1. Annul the proceedings;
    2. Refer the proceedings back to the body below for such further investigation and report as the appellate body may direct;
    3. Substitute a finding of its own and reduce, cancel, increase or alter a penalty;
    4. Uphold a penalty.
  • The Civilian Complaints Review Board shall provide full reasons in writings in support of its advice to the Minister and the Minister shall act in accordance with the advice.
  • Where the proceedings are annulled, it shall be as if the proceedings were never commenced against the Police or Immigration Officer.

The Minister, the Inspector General or Commissioner General and any other person required to take action to effect the recommendations of the report and recommendations of the Professional Standards Department or the Review Board shall initiate action within one calendar month and complete the action within three calendar months of receipt of the report and recommendations or part thereof, unless extension of time is granted by the Review Board.
